 New to Insteon....Is it possible to do this?

What I have:
Iphone 4
Wireless network in apartment.
Powered outlets

Can I:
Use the app to turn on the device over 3g network remotely?
Do I need to have Insteon control device hard wired to my router? (Trying to avoid this since it is not near the router.)

What will I need?

The outlet you want to turn on can be anyplace. But the Insteon controller that allows you to control Insteon devices from the internet needs to be connected to the router which, in turn, is connected to the internet.

There are a couple of controllers commonly used by insteon folks that provide network access to apps and devices such as the iphone. These controllers require wired connection to your router. In turn, the controller sends and recieves signals via the powerlines and/or RF to the various devices (switches, outlets, plug-in modules).

Location of outlets and switches and modules relative to the router is irrelevant.
