 Lamp blinking when ApplianceLinc is turned off

Hi there,
I am using the ApplianceLinc module connected to two type of fluorescent buls: The first one is an electronic bulb from Philips and the second one is a 32W tube bulb with external Osram reactor.

The ApplianceLinc is connected to a KeypadLinc and it is responding pretty well.
However, when the ApplianceLinc output is off, it keeps the bulb blinking with a very low bright at a frequency of about 1 second.

I have tried six different ApplianceLinc modules and all are reacting in the same way.
I also tried to disable Load Sensing and to swap the neutral and fase on both input and output of the modules, unsuccessful.

Have you guys faced this problem before?

Turning the load sensing feature off doesn't turn off the test voltage, it just causes the unit to ignore it. Smaller florescents can blink due to the test voltage on any units that include the load sensing circuitry, and small LED loads can glow. The fix is to either add to the load or hardwire an Insteon device that doesn't have load sensing (an InLineLinc or SwitchLinc).
